Let’s start with the basics, shall we? To give you the lowdown, I’ve put together a list of the most important events to happen when it comes to legal sports betting in Illinois. I always strive to update this timeline as and when new landmark events take place.

  • 14 November 2023: ESPN Bet goes live in Illinois, becoming the 8th licensed online sportsbook.
  • 26 October 2023: Betway withdraws its application for an online sports betting license in IL.
  • 31 January 2023: An amendment is made to the Illinois Sports Wagering Act that allows sports betting exchanges.
  • 8 December 2022: Illinois sports betting handle surpassed the $ 1 billion mark in a single month for the first time.
  • 25 May 2022: Bally’s Casino is approved with a projected opening date sometime in 2026.
  • 5 May 2022: Caesars Sportsbook becomes the official betting partner of the Chicago White Sox.
  • 5 March 2022: Remote online sports betting registration is permitted again after a one-year break.
  • 21 December 2021: The ban on collegiate sports betting is lifted, but betting on Illinois-based college teams is only permitted in person.
  • April 2021: Sports bettors have to once again register in-person for online sports betting after the temporary executive order for remote registration is not automatically renewed.
  • June 2020: The in-person registration requirement is temporarily suspended because of the COVID-19 pandemic, making remote registration available.

If you are 21 or older and physically located in Illinois, then you can legally register remotely for an online sportsbook account. Additionally, you can also place an in-person wager at any of the retail land-based Illinois sportsbooks listed in the table above.

Before you get started, here are a few things that I think you should know:

  • Legal age – You must be aged at least 21 to place an online or in-person sports wager in the Prairie State.
  • Mobile betting – You can use your cell phone, tablet or laptop to place online and mobile sports wagers.
  • Remote registration – Since March 2022, remote registration has been available in Illinois. Previously, you had to register in person at a retail location, even for mobile wagers.
  • State border restrictions – To be able to place a bet in Illinois, you don’t have to be a resident, you just have to be physically located within IL state borders.
  • Retail sportsbooks – In addition to the eight online betting apps, there are 11 retail Illinois sportsbooks for in-person betting.
  • Tax on your winnings – Winnings from sports betting that exceed $600 are subject to a 5% state tax in Illinois. This is net, so you are allowed to deduct your losing wagers from your winnings, but not your taxes from winning bets.

  4. Deposit funds – Now that your account is open, you will need to make your first deposit using the payment method of your choice.

Illinois sports betting odds explained

Is this your first time placing an online sports bet? If so, it’s vital that you understand how to read moneyline (American) odds, which is the default format used in Illinois and the rest of the US.

Think it looks confusing? Don’t worry, everyone does at first, but reading the odds and understanding them is actually pretty easy. I’ve explained how it works for you below.

First of all, there are two types of odds – positive (+) and negative (-):

Positive number odds (+)

  • Positive odds represent the underdog
  • The positive odds number shows how much profit you would win with a $100 stake
  • E.g Bears to win at +175 means you would get $175 profit with a $100 stake ($275 total returns)

Negative number odds (+)

  • Negative odds represent the favorite
  • The negative odds number shows how much you would need to bet to win a $100 profit
  • E.g Bulls to win at -175 means you would need a $175 take to get a $100 profit ($275 total returns)

What can you not bet on in Illinois?

Overall, I think you’ll find the Illinois sports betting laws to be pretty liberal. That being said, there are a couple of notable things that you can’t bet on:

  • Politics: Under Illinois Gaming Board regulations, you cannot bet on Presidential elections and other US and global political events.
  • Esports: Betting on esports in any capacity has not yet been included (prohibited or permitted) by the Illinois Gaming Board.

What about collegiate betting?

You can bet on college sports in Illinois, as the ban on wagering on in-state teams was lifted back in 2021. However, there is a massive caveat here, as you can only place college bets in person at a retail sportsbook – they are not yet available legally online.

Betting on the NFL Draft in IL

Betting on the NFL Draft is allowed both online and offline in Illinois. Betting on off-season events like this is increasing in popularity, with the best options available on FanDuel and DraftKings in my experience.

Having passed the bill to legalize sports wagering in 2019, Illinois was among the first US states to do so outside of the main online gambling hubs of New Jersey and Pennsylvania. I’m guessing that you don’t want me to bore you with the legal jargon, do you?

Instead, what I’ve done is summarized the most important sports betting rules and regulations for you in this list:

  • Up to 30 “Master” sports betting licenses are permitted
  • The Illinois Gaming Board is responsible for licensing and regulation
  • Online and retail sports wagering are permitted
  • The age limit is 21+ for online and offline betting
  • In-state college sports betting is only permitted in-person and not online
  • Politics and entertainment betting are explicitly prohibited
  • Betting on esports events is neither permitted or prohibited by law

Other types of gambling in Illinois

Until now, our focus has been solely on Illinois sportsbooks and sports wagering, but what about other forms of gambling? If you fancy branching out and giving something else a try, I’ve got you covered.

Here’s the legal lowdown for other forms of online and offline gambling in the prairie State:

  • Casinos – There are 10 casinos where you can play slots and table games in-person for real money; seven riverboat casinos and another three on dry land. Online casinos are not yet legal but there is a possible bill in the works – so watch this space as I’ll be the first to update you.
  • Poker – You can play real money poker in person at most of the 10 retail casinos in Illinois. There are no plans for real money poker to be legalized, but Global Poker, a sweepstakes poker site, is the closest alternative I’ve found.
  • Horse racing – There are three racetracks in Illinois and online horse betting is legal for both in and out-of-state races.
  • Fantasy sports – there is no clear legislation that permits or prohibits fantasy sports in Illinois. Still, you can use popular DFS platforms like DraftKings and FanDuel online right now. Moreover, there are plans, and have been previous attempts, to fully legalize DFS in the Prairie State.

Illinois sports betting FAQ

Yes, online and offline sports betting are legal in the state of Illinois. Betting on in-state collegiate teams is legal, but only in-person at retail sportsbooks and not online.
